Lugari MP Warns 54 Schools in His Constituency Will Bar Grade 10 Learners from Arts and Sports Pathway.
Lugari Member of Parliament Nabii Nabwera has raised concerns over the implementation of the Competency Based Education (CBE) framework, saying all 54 schools in his constituency will not be able to offer the Arts and Sports Science pathway to Grade 10 students due to lack of infrastructure.
Speaking on Wednesday, the MP said the national implications of the issue are dire, noting most counties do not have schools that can support this pathway and thousands of learners will be disenfranchised.
“The area where most counties will be disenfranchised is in the sports and arts pathway. It’s for the chosen few,” Nabwera said.
Under the current CBE structure, students transitioning into senior school (Grades 10-12) are expected to choose from three specialized learning pathways: Science, Technology, Engineering and Mathematics (STEM); Social Sciences; and Arts and Sports Science. The Arts and Sports Science pathway includes Fine Arts, Music and Dance, Theatre and Film, Physical Education, Sports and Recreation, and core subjects.
But Nabwera pointed out that the required facilities—swimming pools, tennis courts, basketball courts and trained teachers—are not available in rural constituencies.
“Even in the country itself, how many teachers are trained in sports education?” he asked. “We set the dream, then we’re like, oh, we don’t have enough sports and humanities. So we are essentially going ahead of the cart before the horse.

The MP blamed the current challenges on the rushed implementation of the Competency Based Curriculum (CBC) now CBE, and pointed fingers at former Education Cabinet Secretary Fred Matiang’i. Nabwera said Matiang’i overruled the more phased approach proposed by his predecessor Amina Mohamed who had advocated for a pilot phase and more preparation time.
“She had a blueprint. She said we need more time. We needed a dry run. But Matiang’i forced it through,” Nabwera said.
While acknowledging that eight cohorts have already gone through the system and it’s impossible to reverse, the MP said action must be taken now. He recommended that at least two purposefully equipped schools per sub-county—one for boys and one for girls—be designated to support the Arts and Sports Science pathway.Ministry responds
