SNE Teachers Urge TSC to Implement 2018 CBA in Full
The Kenya Union of Special Needs Education Teachers has urged the Teachers Service Commission (TSC) to expedite the full implementation of the 2018 Collective Bargaining Agreement (CBA). Union Secretary General James Tome highlighted that while some aspects of the agreement have been executed, many members remain stuck in the same job groups.
Key Demands
The union’s main demands from the 2018 CBA include:
- Promotion of Members: Ensuring that teachers of special needs education receive the same career progression opportunities as their counterparts in regular education.
- Employment of Additional Teachers: Addressing the severe teacher shortage in the special needs sector.
Stagnation in Job Groups
The union criticized the ongoing stagnation of its members despite having similar qualifications as teachers in mainstream education. They noted the disparity in promotions, where teachers in regular schools often advance to higher administrative positions.
The union emphasized the demanding nature of teaching special needs learners, which requires higher motivation and remuneration for teachers to effectively deliver their services.
Despite the challenges, the union acknowledged TSC’s efforts in employing 6,000 new teachers, which they believe will significantly alleviate the teacher shortage in the special needs sector.
Special Allowance Expansion
The union also praised the expansion of the special allowance bracket, now including:
- Teachers using pairs of crutches, who will receive a guidance allowance of 20,000 KES.
- Teachers using walking aids, who will also benefit from the new allowance category.

The union’s call to action came during a consultative meeting in Niga County, where they reiterated the need for fair treatment and adequate support for special needs education teachers. They emphasized the importance of full implementation of the 2018 CBA to enhance the quality of education for special needs learners.
