    TSC Eases JSS Deployment Criteria for Primary School Teachers

    The Teachers Service Commission (TSC) has relaxed the requirements for the deployment of primary school teachers to junior school, benefiting those who have degree certificates but scored a C plain in KCSE mean grade and in the two teaching subjects.

    In a memo dated 4th July 2024, TSC requested details of teachers working in primary schools who hold diplomas and degrees for secondary schools with a C plain or above in KCSE. This change in requirements comes amid pressure from junior school intern teachers seeking confirmation to permanent terms.

    Intern Teachers Situation

    TSC currently employs 46,000 intern teachers:

    • 21,550 junior school and 4,000 primary school interns recruited in February 2023
    • 450 secondary school interns recruited in April 2023
    • 18,000 junior school and 2,000 primary school interns recruited in September 2023

    The confirmation of these intern teachers on permanent and pensionable (PNP) terms was suspended after President William Ruto annulled the Finance Bill due to pressure from Gen Z. In an interview, Ruto mentioned that budget constraints prevent the immediate confirmation of these teachers.

    Previous Requirements

    Previously, P1 teachers with a Degree of Education (secondary option) but a C plain in KCSE were required to produce a diploma to be considered for promotion to junior school.

    REQUEST FOR DATA ON SERVING PRIMARY SCHOOL TEACHERS WITH BACHELOR’S AND DIPLOMA DEGREES

    The Directorate is assessing the number of primary school teachers with Bachelor’s and Diploma degrees. Please provide the data by County and categorize into the following groups:

    1. Holders of required Bachelors and Diplomas with a minimum mean grade of C+ at KCSE and C+ in each teaching subject.
    2. Holders of required Bachelors and Diplomas with a minimum mean grade of C+ at KCSE and C plain in each teaching subject.
    3. Holders of required Bachelors and Diplomas with a minimum mean grade of C plain at KCSE and C+ in each teaching subject.
    4. Holders of required Bachelors and Diplomas with a minimum mean grade of C plain at KCSE and C plain in each teaching subject.
    5. Holders of required Bachelors and Diplomas with a minimum mean grade of C- and below, with two teaching subjects regardless of grades in the subjects.
    6. Other categories (if any, specify).
