TSC to Promote Teachers in C4 and C5 Categories
The Teachers Service Commission (TSC) has finalized a crucial agreement with the Kenya Union of Post-Primary Education Teachers (KUPPET) to promote 30,000 teachers. This initiative is primarily aimed at those in the C4 and C5 categories who have been in service for over a decade.
This decision follows substantial pressure from KUPPET, which highlighted the stagnation of over 50,000 teachers across various job groups, especially within the C4 and C5 grades.

During a significant meeting in April 2024 in Naivasha, KUPPET urged the government to allocate Sh1 billion to the TSC. The funding is intended to immediately promote 30,000 teachers who have been in the same job group for a long period.
KUPPET’s Secretary-General, Akelo Misori, noted that the primary beneficiaries would be teachers in the C4 and C5 categories, facilitating their advancement to C5 and D1 respectively. This reclassification is expected to create additional opportunities for educators in Grade C3 to progress.
Addressing Oversights
KUPPET noted that the 2023 and 2024 promotion cycles were not available to approximately 7,400 instructors in the C4 category, who have been in their current grade for only three years. The new agreement is designed to address such oversights, ensuring that long-serving teachers receive the recognition and advancement they deserve.
