October Shock for Consumers as EPRA Increases Electricity Charges Nationwide

Kenyans are set to pay more for electricity this October after the Energy and Petroleum Regulatory Authority (EPRA) increased power tariffs by Ksh5.24 per kilowatt hour (kWh).

The increase is contained in the August 9 Kenya Gazette and is due to three separate adjustments — Fuel Energy Cost, Foreign Exchange Fluctuation and Water Resource Management Authority (WRMA) Levy — all effective October 2025.

According to EPRA, the fuel cost adjustment will go up by Ksh3.69 per kWh due to the rising cost of fuel used in power generation.

“Pursuant to Clause 1 of Part III of the Schedule of Tariffs 2023, notice is given that all prices for electrical energy… will be liable to a fuel energy cost charge of plus 369 Kenya cents per kWh for all meter readings taken in October 2025,” the authority stated.

You will also pay Ksh1.54 per kWh more under the foreign exchange fluctuation adjustment as the shilling continues to weaken against major currencies.

“Pursuant to Clause 2 of Part III of the Schedule of Tariffs 2023… all prices for electrical energy… will be liable to a foreign exchange fluctuation adjustment of plus 153.82 cents per kWh,” the notice added.

And Ksh0.0124 per kWh will be charged for the WRMA Levy which is for water resource management initiatives related to hydroelectric power production.

So all Kenya Power customers — prepaid and postpaid — will pay Ksh5.24 more per unit of electricity consumed.

For instance, a household that consumes 30 units a month will pay an extra Ksh157.20 this October.

Besides the new adjustments, you will still pay other recurring charges including 16% Value Added Tax (VAT), 5% Rural Electrification Programme (REP) Levy and EPRA levy of 3 cents per unit.

This will surely spark more debate on the cost of living as power prices continue to rise with high fuel costs and a weakening currency.
