    Education Ministry Breaks Silence on Teachers Demanding Eggs and Chicken for CBC

    The Ministry of Education has dismissed reports that parents are being asked to supply eggs, chicken, and other items for Competency-Based Curriculum (CBC) lessons, calling such claims exaggerated and inconsistent with government policy.

    Speaking on a local television station on Monday, October 13, 2025, William Sugut, the Head of Secondary Education at the ministry, clarified that schools already receive government funding to cover all learning materials required under CBC. He emphasized that teachers should not burden parents with extra contributions.

    “There should be no situation where teachers ask parents to take eggs or chicken to school unless the parents want to appreciate them voluntarily — that is wrong,” Sugut stated firmly.

    He explained that each institution is allocated capitation funds, which include a specific vote head for CBC materials used in classroom demonstrations and practical lessons. According to Sugut, this funding framework was introduced when junior secondary schools were launched to ensure adequate resources for teachers.

    “When we started junior schools, we gave clear guidelines on how capitation should be spent, including the portion meant for CBC materials. Teachers have what they need to conduct demonstrations without asking for help from parents,” he said.

    Exaggerated Reports, Not Policy

    Sugut described reports of teachers asking for eggs or chicken as isolated incidents that have been blown out of proportion. He reiterated that such actions do not reflect government policy and warned educators against misinterpreting CBC requirements.

    “If there are one or two cases, they are isolated and exaggerated. Teachers should carry out the curriculum activities using the resources already provided,” he said.

    He added that the ministry continues to sensitize teachers on proper resource management to prevent parents from facing unnecessary financial strain.

    Review of School Fees Underway

    In addition to clarifying the CBC funding, Sugut revealed that the ministry is reviewing the fee structure for senior secondary schools to enhance affordability and reduce the burden on families.

    “As we speak, a team is working on a new fees framework for the senior secondary structure — it will be affordable,” he assured.

    The ministry’s stance comes amid growing debate among parents regarding the implementation of the CBC, with some expressing concern over alleged hidden costs associated with practical learning activities.

    Government’s Commitment to CBE Transition

    The clarification follows recent remarks by Education Cabinet Secretary Julius Ogamba, who reaffirmed the government’s readiness for a smooth transition under the Competency-Based Education (CBE) system as the 2025 national examinations and assessment season begins.

    Speaking on October 3, 2025, Ogamba announced that the government has developed a comprehensive plan, including a budgetary allocation for 1,600 new science laboratories in schools that currently lack them. The move is part of preparations for the 2026 transition of the first CBE cohort to senior school.

    “The textbooks for learners are ready for distribution nationwide and will be in schools before the start of Term One,” Ogamba noted during the launch of the 2025 national examinations and assessments.

    He further disclosed that the ministry has allocated KSh950 million in the current financial year to retool teachers, ensuring they are well-prepared to implement the new curriculum effectively.

    Ensuring Access and Quality

    Both ministry officials stressed that the CBC and CBE reforms are designed to enhance practical learning while maintaining equity and affordability. The government’s commitment, they said, is to create a system that empowers learners with skills without transferring the cost burden to parents.

    “Our objective is to make the curriculum practical and sustainable. Schools have the funds they need, and no parent should be asked to contribute items unless it’s voluntary,” Sugut reiterated.

    As the CBC continues to evolve, the Ministry of Education has promised continued monitoring to ensure compliance, transparency, and efficient use of public funds — reinforcing its message that education remains free, accessible, and adequately funded for every Kenyan learner.
